New capture and proposal consultancy aims to simplify complex government acquisition for contractors in defense, space, transportation, and infrastructure.
Colorado Springs, CO - August 8, 2023 — Kim Stone, a 25-year veteran of government acquisition and procurement, announces the launch of WinBridge Partners Inc., a capture and proposal consultancy founded to serve federal and state contractors in defense, space, transportation, and infrastructure. WinBridge provides expertise to clients on government capture strategy, proposal development, regulatory and contractual compliance, and agile proposal process and training. Stone has managed over $20 billion in government contract proposals and has worked with clients ranging from Fortune 500 corporations to small- and medium-size subcontractors and suppliers in these industries.

Prior to founding WinBridge, Stone served as Regional Vice President at Shipley Associates, a global professional business development services firm in Kaysville, Utah, and Senior Proposal Manager at Lockheed Martin Space in Littleton, Colorado. Ms. Stone also previously consulted on strategic defense proposals for RTX (formerly Raytheon Missile Systems) in Tucson, Arizona and as Senior Proposal Manager for Kiewit in Denver, Colorado. She oversaw proposal strategy and management of large proposal teams for programs and projects central to national defense, space exploration, and transportation infrastructure. Recently awarded proposals include the Ascent Element for NASA’s Artemis Human Landing System; NASA’s Mars Sample Retrieval Lander; Defense Advanced Research Project Agency’s Tactical Boost Glide Hypersonic Weapons System program; US Air Force’s StormBreaker® Smart Weapon Program; US Navy’s Tomahawk™ Land Attack missile program; and the Colorado Department of Transportation’s I-25 South Gap: Monument to C-470 interstate highway project.
Stone is a member of the Association of Proposal Management Professionals (APMP), a global organization for bid and proposal development lifecycle professionals, where she volunteers on its national Pride Affinity group. She was awarded Lockheed Martin’s Extraordinary Engineering & Technology Award in 2022 for the award of National Reconnaissance Office’s innovative Platform for Optimized & Secure Space High Performance Computing Research & Development program. Ms. Stone was named Marketer of the Year by the Colorado chapter of the Society for Marketing Professional Services in 2016.
